The strike came after the International Court of Justice ordered Israel to end its military offensive in Rafah.
Israeli DM Gallant confirmed the strike hit a senior Hamas site but is investigating reports of civilian casualties.
The airstrike follows a Hamas rocket attack on Tel Aviv.
